The Department of Civil and Labor Law is preparing qualified specialists for three levels of higher education: bachelors on educational programs «6B04205-Legal regulation of entrepreneurial activity», «6B04202- Legal support of the business», masters for educational programs «7M04205-Private law», «7M04205 -Private law», doctors of philosophy (PhD) under the educational program «8D04201- Jurisprudence».
The higher-education teaching personnel of the department provides training for students, undergraduates and doctoral students in the civilistic cycle of academic disciplines, which includes: «Civil law of the Republic of Kazakhstan (General Part)», «Civil Law of the Republic of Kazakhstan (Special Part)», «Civil Procedural Law of the Republic of Kazakhstan», «Labor Law of the Republic of Kazakhstan», «International Private Law», «Family Law of the Republic of Kazakhstan» and a whole set of mandatory and elective courses of private legal orientation: «Legal regulation of public procurement and tender support», «Protection of the rights of electronic trade participants», «Competitive Law», «Protection of the Rights of Entrepreneurs and Consumers», «Alternative methods for resolving civil disputes», etc. In teaching, modern interactive training methods conjoining with traditional forms are used.
Graduates of the department work as lawyers of commercial and non-profit organizations, including consulting agencies, insurance, audit and investment companies, financial organizations, etc.; HR specialists, lawyers of the legal department (office) in state structures; specialists of the personnel service at the enterprise; legal consultants; representatives (lawyers); notaries (notary assistant); judges; mediators; professional specialists in patent work and copyright protection; bailiffs; individual entrepreneurs; heads of a commercial legal entity, etc.
The subject of scientific research of the department is the current problems of civil law in the sphere of property, obligatory, corporate law, as well as modern trends in the transformation of private law and methods of its teaching, due to socio-economic transformations in the Republic of Kazakhstan.
On the basis of the Chamber of Entrepreneurs of the Karaganda region there is a branch of the department. In accordance with the work plan of the branch, the areas of work are: the organization and conducting of the educational and production practices of students on the basis of the Chamber of Entrepreneurs; the assistance from the Chamber of Entrepreneurs of the faculty of the department in the collection and generalization of practical material in order to strengthen the practical component of the educational process, etc.
The higher-education teaching personnel of the department, as well as students of the «#Nodresscode» volunteer club. They will participate in the reception of citizens and the provision of free advisory assistance to the population on the issues of family-marriage legislation, inheritance, housing, banking, labor and civil relations, and on issues of execution of decisions court, compensation for harm to health, etc. In the legal clinic of Karu named after Academician Ye.A. Buketov. In addition to everyday planned work, the thematic shares of “Lawyers advise” are periodically held.
The department is constantly held educational events, as well as various competitions, promotions, olympiads that reveal the creative potential of students.
Teachers of the department participate in the discussion and examination of bills, prepare conclusions on draft legal acts.
The department has the following specialized offices: «Hearing room», «Cabinet of mediation», «Cabinet of legal information», and the fund of educational and scientific literature.
Dates and facts
History:
The leading role in the training of highly qualified specialists in the sphere of jurisprudence belongs to the Department of Civil and Labor Law, which has its own history of formation and development. One of the most difficult problems in the early days of the formation of the law faculty was to ensure the educational process by academic and teaching staff. This problem was solved by inviting leading scientists from other universities. Therefore, in the period from 1975 to 1977 the Department of Civil Law Disciplines was headed by candidate of legal sciences, associate professor of Kaliningrad State University Gushchin I.V. Great assistance in the implementation of the educational process at the department was provided by associate professor Tuyezarova A.M., teacher Timshkevich A.Ye., who came from Belarusian State University, young specialists Nurgaliyeva Ye.N., graduates of LSU named after A.A. Zhdanov (now Doctor of Law, Professor), Schegoleva T.P., graduate of ASU (now Doctor of Law, Professor, Dean of the Orenburg Agrarian University) and others.
By the end of the 1970s the Department of Civil Law Disciplines was divided into two independent units: the Department of Civil Law and the Civil Process and the Department of Agricultural and Labor Law, which were again united in 1995.
Currently, the department is called "Department of Civil and Labor Law."
At different times the department was headed by associate professor V.S.Yem, associate professor Iosifidi T.P., senior teacher Nurabayeva Z.T., associate professor Kenzhetayev T.R, candidate of legal sciences, associate professor Idrisova S.B, candidate of legal sciences, associate professor Mukanova M.Zh., candidate of legal sciences Zinchenko V.V. From 2008 to 2019, the Department of Civil and Labor Law was headed by a graduate of the law faculty of Karaganda University of 1997 candidate of legal sciences, associate professor Kizdarbekova A.S.
Since 2019, the leadership of the department has been carried out by candidate of legal sciences, professor Ilyasova G.A. Since 2021, the Department of Civil and Labor Law has been headed by PhD, associated professor Akimzhanova M.T.

17 in-service teachers work at the department, including candidates of legal sciences, doctors of philosophy (PhD), masters, owners of the republican title “Best University teacher”, “Best Researcher”.

The Higher-education teaching personnel of the department actively improves its qualifications in the leading international educational centers of Germany, the Czech Republic, Bulgaria, the USA, and according to the programs of the National Center for Advanced Qualification "Orleu".
2013 - Professor of the Department Kizdarbekovа A.S. went through the research internship at the International Center for Education and Scientific Information “Interkulturelle Weiterbildungs GesellSchaft E.V.”, in 2016 - in Penn state law (Pennsylvania, USA).
2014 - Professor Ilyasova G.A. went through foreign internships at the International Center for Education and Scientific Information "Interkulturelle Weiterbildungs GesellSchaft E.V." (G. Dusseldorf, Germany) on the basis of the University of Dusseldorf named after Henry Heine;
2017 - senior tecturer Assetova G.B. went through a scientific internship at the Department of Civil Law of the Academy of Police of the Ministry of Internal Affairs of the Azerbaijan Republic on the topic “Legal regulation of entrepreneurial activity in the Azerbaijan Republic” (Baku, Azerbaijan).
2020 - Professor Ilyasova G.A. passed the international scientific distance internship on the topic “Actual tasks and directions of the development of legal science in the 20th century” on the basis of the law faculty of the State University of Infrastructure and Technologies (Kiev, Ukraine);
2021-within the framework of the fundamental theme of IRN AP09259787 “Theory and practice of ensuring the quality of regulatory acts in the state language (in the sphere of civil and civil procedural legislation)”, members of the research group Ilyasova G.A., Akimzhanova M.T., Nukusheva A.A., Assetova G.B. passed scientific internship at Antalya Bіlіm University (Antalya, Turkish Republic), and also visited the Tashkent State Economic University (Tashkent, the Republic of Uzbekistan) and the National Library of Uzbekistan named after Alisher Navoi;
2022 - members of the research group Ilyasova G.A., Tokatov R.A., Akimzhanova M.T. took a scientific internship in the Italian Republic (Kassino) at the University of Kassino and South Lazio, conducted scientific research in Bern (Swiss National Library).
Projects:
The department is actively cooperating with representatives of foreign scientific and educational centers. In the framework of international cooperation with scientists of foreign countries of the Higher-education teaching personnel, the departments conduct joint research on the problems of civilistic science, and participate in the implementation of international scientific and educational projects.
2013-2015: associate professor Kizdarbekova A.S., professor Ilyasova G.A., associate professor Akimzhanova M.T. participated in the implementation of the international scientific and educational project “On the way to higher education of Central Asia: the structure of tuning and building a quality culture” (TuCAHEA) under the Tempus-VI program.
2015-2017: Professor of the Department of Ilyasova G.A. participated in the implementation of the fundamental grant topic “Constitutional and legal protection and ensuring the rights of the child in the formation and development of the juvenile system in Kazakhstan and in the modern world” as an executor (SRS).
2021 According to the results of the republican competition, the teachers of the department became the owners of the grant of the Ministry of Education and Science of the Republic of Kazakhstan for 2021-2023. On the fundamental topic, IRN AP09259787 “Theory and practice of ensuring the quality of regulatory acts in the state language (in the sphere of civil and civil procedural legislation)”. Together with foreign scientists, teachers of the department published scientific articles in top-rated journals included in the Scopus base, in scientific journals recommended by Committee for quality assurance in the sphere of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan.

«6B04205-Legal regulation of entrepreneurial activity: bachelor course. The purpose of the educational program is to train competitive specialists on the basis of and in fulfillment of strategic objectives for the legal support of entrepreneurial activity (and ensuring its legality) by applying the formed competencies. As a result of mastering the modules of the educational program, it is expected that students will be able to: provide legal support for business activities, analyze the economic, economic and financial activities of business entities through special technologies and business project management techniques, identify and apply judicial and alternative ways to resolve business disputes, develop and analyze corporate documentation, design a strategy to protect the rights of consumers and entrepreneurs in the field of e-commerce, etc.

6В04202 - Legal support of business: Bachelor. The educational program is aimed at training specialists who have professional competencies in the field of legal support for entrepreneurship, attitudes and values that meet the requirements of the modern labor market, as well as those who have in-depth skills in the application of IT in the field of law, with developed linguistic competence in law enforcement and law-making activities. In the course of training, students will learn to analyze the current legislation, judicial practice in the field of legal support for business, identify the features of the legal status of specific organizational and legal forms of legal entities and an individual entrepreneur, emerging legal relations in the business environment, predict the legal consequences of applying the rule of law when solving a specific legal problem, anticipate legal obstacles and restrictions in the implementation of subjective rights and legal obligations, design a strategy for protecting the rights and interests of business entities, etc.
Graduates receive a Bachelor of Laws degree and can work as a lawyer for commercial and non-profit organizations, including consulting agencies, insurance, audit and investment companies, financial organizations, etc.; a lawyer of the legal department (division) in government agencies; a HR specialist at the enterprise; a representative (lawyer); a notary (notary's assistant); a judge; an arbitrator; a mediator; a professional specialist in patent work and copyright protection; a bailiff; an individual entrepreneur; the head of a commercial legal entity, etc.
7M04205-Private Law: scientific and pedagogical magistracy. The educational program is aimed at training masters with a high level of theoretical and practical knowledge in the field of private law regulating property and personal non-property relations between equal subjects, based on an in-depth study of the theoretical foundations of the science of civil law and problems of law enforcement practice, for the formation of professional competence necessary for the successful application of this knowledge in subsequent practical activities, scientific and research activities in the field of private law, and also in teaching activities in the field of jurisprudence.
7M04205.1-Private Law: specialized magistracy. The purpose of the educational program is to prepare highly qualified masters of practical orientation who have fundamental theoretical knowledge of the doctrine of civil law in the field of legal regulation of private-legal relations, who possess practical skills of applying the theoretical knowledge obtained in the implementation of professional legal activity; making informed decisions, drafting legal documents; providing qualified legal assistance to citizens and legal entities; application of relevant substantive and procedural legal norms to a specific case; conflict resolution through the use of conciliation procedures and alternative ways of resolving legal conflicts.
As a result of mastering the modules of educational programs, it is expected that students will be able to: develop draft contracts, conduct an examination of the content of civil law contracts; advise clients on legal issues; carry out: claim work, corporate management work, representation in court, compliance or verification of the company's compliance with legal norms; represent the company in interaction with state bodies, in the courts of the Republic of Kazakhstan and other law enforcement agencies; carry out: mediation, arbitration activities for the settlement of civil law disputes, scientific activities on conducting scientific research on topical issues of private law, teaching activities at the university, etc.
Graduates receive a Master of Laws (profile direction) and a Master of juridical sciences (scientific and pedagogical direction), can work in law enforcement agencies, judicial authorities, justice authorities, government agencies, commercial and non-profit organizations; manage legal departments, projects and companies; in the educational field, engage in research, methodological work.
«8D04201 – Jurisprudence: Doctorate The program is aimed at training highly qualified personnel for the scientific and pedagogical academic environment. In the process of training, the doctoral student will learn to perform a critical, conceptual analysis of the state of theoretical and applied problems in the field of jurisprudence, to identify patterns in the legal sphere, to put forward scientifically grounded and empirically tested hypotheses and proposals for improving legislative and law enforcement practice, to perform doctrinal analysis and interpretation of current legislation and activities for the implementation of legal norms, as well as to develop concepts and draft legal acts.
The doctoral student will study such disciplines as: «Academic writing, «Research methods, «Cratology: the science of power, «Development of doctrine of civil law is in Republic of Kazakhstan, «Problems of the implementation of criminal policy, «Issues of reforming the activities of executive bodies at the present stage, «Issues of constitutional legislation reform (in English).
Graduates receive the degree of Doctor of Philosophy (PhD) and they will be able to teach in universities, work in research institutes.
