The department carries out training within the framework of bachelor's, master's, doctoral programs: 6В04203 – «International law», 6В04201 – «Jurisprudence», 6В04202 – «Legal support for business», 6В04204 – «Judicial and prosecutorial activities, «6B04205-Legal regulation of entrepreneurial activity», 7М04201 «Legal support for the activities of public authorities and management» (profile and scientific and pedagogical magistracy), 8D04201- «Jurisprudence».
The training program includes such topical disciplines as «Constitutional Law of the Republic of Kazakhstan», «Administrative Law of the Republic of Kazakhstan», «Civil Service in the Republic of Kazakhstan», «International Public Law», «Diplomatic Etiquette and Protocol», «International Legal Assistance in Criminal Cases», «The law of the Eurasian Economic Union», «International legal assistance in civil cases», «International legal framework for labour migration», «Legal regulation of foreign economic activity», «Law of the World Trade Organization».
Graduates of the department will be able to work in law enforcement and the international legal environment.
The department has a research institute «Legal Research and State Studies», which studies current problems of legal science and practice, conducts fundamental and applied research in the field of economic, social and humanitarian sciences.
The teachers of the department take an active part in the work of republican and international scientific and practical conferences held in Kazakhstan and abroad.
The department publishes an annual collection of works of teachers, doctoral students, undergraduates and students «Scientific Notes of the Department of Constitutional and International Law», in which discussions are held on the most pressing legal issues.
Teachers of the department participate in the discussion of draft laws, prepare conclusions on draft normative legal acts, on appeals of state bodies of the Republic of Kazakhstan.

History:
The department was created on the basis of the department of state law and Soviet construction, opened in 1975. In 1992 it was renamed the Department of Constitutional and International Law. Over the years, the department was headed by professional lawyers-scientists: Candidate of Law, Associate Professor Z.Ya. Bezgans (1972-1980), Candidate of Law, Associate Professor A.S. Matveenkov (1980-1984), Ph.D., associate professor V.N. Prokopenko (1984-1987), Candidate of Law, Associate Professor E.K. Kubeev (1987-1993), candidate of legal sciences, associate professor M.M. Kulybekov (1993-1996), candidate of legal sciences, associate professor S.K. Amandykova (1996-1999), senior teacher N.P. Starozhilova (1999-2000), Candidate of Law, Associate Professor L.S. Zhakaeva (2000-2002), Doctor of Law, Professor S.K. Amandykova (2002-2013), Candidate of Law, Associate Professor A. Bozhkarauly (2013-2019), PhD, Associate Professor G.U. Balgimbekova (2019-2020), PhD, associate professor M.N. Abylasimov (2020), since 2020, PhD, Associate Professor Botagarin R.B. holds the position of head of the department.
Teachers:
Today, the department employs 16 teachers with qualifications in the field of jurisprudence, international law, and customs law. The department includes candidates of sciences, PhD doctors, masters holders, and holders of the republican title "The best teacher of the university", practical workers.
Students:
Currently, 55 students are studying under the educational program 6B04203-«International Law».
Employment:
The employment rate of graduates is 75%.
Partners:
The Department, together with the Universities of Ferrara (Italy), Warsaw and Wroclaw (Poland), trains Doctors of Philosophy (PhD) under the program 8D04201 - Jurisprudence.
Every year, leading experts in the field of international and state law of Italy, Bulgaria, the Kyrgyz Republic, the Russian Federation, Poland and Uzbekistan give guest lectures for students and teachers of the Faculty of Law.
The Department cooperates with government agencies, the Republican Bureau for Human Rights and Rule of Law, the Karaganda regional branch of the Red Crescent Society of the Republic of Kazakhstan.
Academic mobility:
Students of the 6В04203 - International Law program are trained at the universities of Charles University (Czech Republic), and Vilnius University (Lithuania).

The department carries out scientific research on budget programs:
2009-2011 – «Constitutional and theoretical and legal problems of improving the political system and form in the Republic of Kazakhstan, legal support of public service in the aspect of the development of global processes»;
2012-2014 – «Theoretical and international legal issues of ensuring the national security of the Republic of Kazakhstan»;
2015-2017 – «Constitutional and legal protection and ensuring the rights of the child in the formation and development of the juvenile system in Kazakhstan and in the modern world»;
2018-2019 - «Constitutional and legal problems of compliance with international electoral standards in national law»;
2022-2024 – «Citizenship and reduction of statelessness in the Republic of Kazakhstan in the context of the development of integration processes».
Graduates:
Today, many graduates of the Department hold positions in the Office of the President of the Republic of Kazakhstan, the Office of the Parliament of the Republic of Kazakhstan, the Ministry of Foreign Affairs of the Republic of Kazakhstan, embassies of the Republic of Kazakhstan in foreign countries, foreign law firms, the Ministry of Justice of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan, the Prosecutor General's Office of the Republic of Kazakhstan, in administrative offices of all levels, judicial and other law enforcement agencies.
Educational programs
6В04203 - International Law: Bachelor's degree. The program is related to the training of highly qualified specialists in the field of international and national law. During the training, students will gain legal knowledge and competencies, master a high level of legal culture and legal awareness, as well as language skills and IT skills. Some of the subjects will be taught in English.
Graduates receive a bachelor's degree in international law and can work as legal consultants in the field of international law in ministries and agencies of the Republic of Kazakhstan, representative offices of international organizations, specialists in the departments of international cooperation of state bodies; lawyers, law enforcement and national security officials of the Republic of Kazakhstan, investigators; analysts in the field of insurance, in the field of investments, securities, lawyers of commercial and non-commercial organizations, including consulting agencies, insurance, audit and investment companies, financial organizations, etc.
7М04207801 - Legal support for the activities of public authorities and administration: master’s degree. The program is aimed at training managerial and scientific-pedagogical personnel for the legal sphere of universities and scientific organizations. Two training programs are offered: profile for a period of one year and scientific and pedagogical for a period of 2 years.
In the process of training, the undergraduate will learn how to conduct scientific research in the field of law, legal examination of documents, legal acts of a normative and non-normative nature; provide qualified legal opinions and advice in specific areas of legal activity; interpret the system of knowledge about legal phenomena and processes using scientific developments and foreign experience; teaching of legal disciplines.
The curriculum includes such disciplines as history and philosophy of science, higher education pedagogy, management psychology, teaching practice, foreign language (professional), commercialization of the results of scientific and scientific and technical activities, innovation and human rights in the modern world, methodology of legal research, activities of executive authorities, the legal nature of regulatory decisions of the Supreme Court of the Republic of Kazakhstan,administrative-tort and procedural-executive law, law-making activities of state bodies, problems of the development of civil society institutions, a systematic analysis of the institution of citizenship in the constitutional norms of the Republic of Kazakhstan.
Graduates receive a master's degree in law (profile direction) or master's degree in law (scientific and pedagogical direction), can work in law enforcement, judicial, executive and representative bodies of state power and management; advocacy; notaries; financial institutions; insurance and auditing companies. Those who graduate from the scientific and pedagogical direction of the magistracy will be able to teach at the university, and engage in research activities.
8D04201 – Jurisprudence: doctoral studies.The program is aimed at training highly qualified personnel for the scientific and pedagogical academic environment. In the process of training, the doctoral student will learn to perform a critical, conceptual analysis of the state of theoretical and applied problems in the field of jurisprudence, to identify patterns in the legal sphere, to put forward scientifically grounded and empirically tested hypotheses and proposals for improving legislative and law enforcement practice, to perform doctrinal analysis and interpretation of current legislation and activities for the implementation of legal norms, as well as to develop concepts and draft legal acts.
The doctoral student will study such disciplines as: «Academic writing», «Research methods», «Cratology: the science of power», «Development of doctrine of civil law is in Republic of Kazakhstan», «Problems of the implementation of criminal policy», «Issues of reforming the activities of executive bodies at the present stage», «Issues of constitutional legislation reform» (in English).
Graduates receive the degree of Doctor of Philosophy (PhD) and they will be able to teach in universities, work in research institutes.
