“The role of the Halyk Kenesi (People’s Council) in strengthening interethnic harmony”
A roundtable of the scientific and expert group of the Assembly of the People of Kazakhstan of the Karaganda region was held at the House of Friendship on the topic: “The role of the Halyk Kenesi (People’s Council) in strengthening interethnic harmony”.The event united representatives of the academic community, experts in public policy, law and social cohesion, structures of the Assembly of the People of Kazakhstan of the Karaganda region, young scholars, and students. .The discussion focused on issues of institutional development of public structures in the context of constitutional reforms and public dialogue, as well as the role of the People’s Council in strengthening interethnic harmony.Special attention was paid to the provisions of the draft new Constitution of the Republic of Kazakhstan aimed at increasing citizens’ participation in governance, developing institutions of public cohesion, and forming a sustainable model of interaction between the state and society.Leading scholars of the region delivered presentations. Our university was represented by Professor of the Department of Criminal Law, Procedure and Criminalistics Gulnara Musiyevna Rysmagambetova and Director of the Research Center “Eltanu” Zhambul Azmukhanovich Zhumabekov.Gulnara Rysmagambetova presented a report titled “Institutional Transformation of the Assembly of the People of Kazakhstan in the New Constitutional Structure,” while Zhambul Zhumabekov delivered a presentation “Eltanu as a Scientific and Educational Direction for Strengthening National Unity and Social Cohesion.”During the discussion, participants noted that the draft new Constitution of the Republic of Kazakhstan strengthens the role of public institutions as platforms for dialogue and for involving citizens in decision-making processes.
